National research ministries who have an interest in participation but are not able to join as a full partner are invited to participate as observers.
At present 15 observers are joining the project:

- Directorate of Global Innovative Programmes (CDTI, Spain)
- FONA-German Research for Sustainable Developments, Brussels Office
VDI-Technologiezentrum on behalf of BMBF, German Federal Ministry of Education and Research - Swedish Research Council for Working Life and Social Research (FAS)
- Science-Policy Interface Agency, SPIA UG
- Flemish Institute for Technological Research (VITO)
- Ministry of Economic Affairs, Agriculture and Innovation (NL)
but more are expected. This will be possible by keeping it open to take part as an observer during the three year life-time of the project. This offer is targeted at and limited to other representatives from European science funding bodies.
