Workpackage 4: Development of Strategic Goals and a Road Map

The work of WP4 draws on the conclusions from the dialogue process in WP3 and develops a set of recommendations on where to take action to improve harnessing of RD4SD on European as well as on national levels. It provides answers to the questions: how to use the joint vision, how to overcome obstacles to RD4SD, and how to realize and implement the identified pathways and instruments.

Objectives

  • Apply the results from the dialogue workshops (Scoping, Envisioning and Pathways in WP3) to identify measures and instruments designed to improve the harnessing of RD4SD in Europe.
  • Prepare a road map aiming at implementation of these measures in different contexts (European, member states etc.) according to the shared vision.
  •  Develop strategic goals with focus on how to involve the relevant protagonists, including policy makers, scientists and stakeholders, in such reform processes and on how to support joint action to strengthen RD4SD in the ERA as well as on national levels.
  •  Contribute to the improved integration and harnessing of RD4SD in FP8 and in the realization of the ERA vision 2020.

This results in recommendations for specific contexts, e.g. FP8 on European level, and in a road map that integrates the different options for action into one overall strategy on EU level. In addition to the EU strategy, the road map will describe different possible strategies for the participating member states on how to make use of the shared vision in the specific contexts of their national R&D policies. Activities in the member states thus can help to build and broaden the elemental foundations for an ERA in which research effectively contributes to sustainable development.

Tasks

Task 4.1: Target groups, recommendations implementation
Identifying target groups and windows of opportunity for the implementation of the recommendations. Who has to be involved and addressed for a successful reform process? These target groups can be involved at certain points in the dialogue process (WP3), the feedback processes in WP5, addressed by the outreach work of WP6 and invited to the final conference.

Task 4.2: Formulating recommendations for the Road Map

Preparing and providing inputs for the formulation of recommendations at the two Road Map workshops:

  • Drawing relevant information from the dialogue workshops (WP3): obstacles, instruments, solutions / pathways, options, examples etc.
  • Compiling information and drawing conclusions from the state of the art studies (WP2) and the dialogue workshops (WP3) for different implementation contexts e.g.: EU level and FP8, countries which already have programmes for RD4SD and want to improve them, and countries which do not yet have programmes for RD4SD and want to start them.


Task 4.3: Setting targets, developing strategies for the better harnessing of RD4SD and a road map for their implementation

This is mainly done in two “Strategies and Road Map” workshops with all project partners: selecting, combining, prioritizing instruments and measures based on the results of the dialogue workshops and the inputs from tasks 4.1 and 4.2.

The road map is developed in two steps. The first workshop takes place after the first Envision Pathways workshops, collecting ideas for taking action and developing drafts for recommendations.

The second Road Map workshop builds on feedback reflecting these first results and on the results of the second Pathways and Envisioning workshops. In this second Road Map workshop (in year 3) the recommendations are specified for different contexts and levels of  implementation. They are integrated in an overarching road map for this reform process referring to national strategies as well as to the ERA Vision 2020. These results are presented to and discussed with a broader target group during the final conference at the end of the project.

Task 4.4: Formulating recommendations for FP8
The fourth task aims in formulating recommendations for FP8. Due to the given timeframe for the development of FP8 the formulation of these recommendations cannot wait until the end of the project. Depending on the starting point of the project the recommendations possibly need to be developed during the first road map workshop. If this proves not possible due to a later start of project a small working group will prepare these recommendations based on the results of the dialogue so far and the state of the art studies.
